This book explores how medicines in China's health care system are selected, procured and priced, together with reimbursement systems, the prescribing and usage of drugs, and the role that commercial insurance can play in paying for drugs. It outlines the considerable success China has had in recent years in establishing an affordable health care system for all, but notes that much work remains to be done deepening the reforms, especially in order to reduce the burden of healthcare costs on people. It highlights the inaccessibility of certain medications via the existing healthcare security system, irrational pricing mechanisms, as-yet unimproved rules for centralized procurement, long-term price distortions, and improper prescribing of drugs. By researching thoroughly how the system currently works, by pointing out the many problems, and by comparing practices in China with practices elsewhere, the book provides the essential information which can be used to design and implement the necessary reforms.
