Overview
Pursuant to a congressional request, GAO reviewed the Advanced Cruise Missile Program, to determine whether: (1) the Air Force provided logistics support effectively and in accordance with program plans; and (2) program problems existed that could increase logistics support costs. GAO found that: (1) the Air Force failed to revise logistics plans after major program changes occurred; (2) the Air Force paid $7.2 million for contractor repair services through 1989, even though no operational missiles were repaired; (3) the Air Force's use of outdated data in planning logistics support caused it to purchase spare parts too early, and limited quantities were becoming unusable as the missile design changed; (4) guidance to update program plans did not exist for such functional areas as logistics and facilities construction for either the Advance Cruise Missile or other programs; (5) the Air Force estimated that logistics costs for 1,461 missiles would be $424 million and follow-on costs would total $1.3 billion from 1990 through 2009; and (6) potential reductions in the number of missiles bought would negate the need for some spares purchases, maintenance and repairs, and other support costs.
