The Mungiki, a powerful criminal and secretive organization of extortionists, drug-dealers, bank robbers and carjackers, whose supreme leader is in hiding abroad is under siege by the Government, under the newly appointed Minister for Internal security and the equally new Commissioner of Police. Both are known to be tough and uncompromising and were deliberately appointed to dismantle the Mungiki. The Mungiki tries a tit for tat approach to getting the Government to go slow on them - killing innocent people in towns and villages whenever their members are arrested and ensuring everybody is aware of their involvement. But the security machinery stays relentless in their pursuit, equally acting outside the law against the Mungiki. With several of their key leaders and many members of the rank and file arrested, killed or disappeared, and their businesses in a free fall under Government pressure, Mungiki requests their supreme leader to return and provide the much needed guidance and direction. But the Chairman is arrested soon after landing in the country and is presented before a court of law. The Mungiki Leader's case is proceeding very badly, with the disappeared members suddenly appearing as witnesses against the organization. It is becoming clear he will be jailed for a long time. Mungiki cannot afford this. Without Maina, the organization has no future. Desperate, Mungiki's only option is to petition for dialogue with the Government. But the Government would hear none of this. The Mungiki, the Government claim, has to be annihilated. It is bad for both local business and foreign investment. And they tarnish the name of President Kebati's Government by openly claiming links with key Government officials and senior police officers. To successfully get the Government to listen to them, Mungiki needs a bargaining chip - a strong one. They finally manage to kidnap the Minister for Foreign Affairs, Hon. Joseph Gachuki and his family and demand the release of their leader, Maina wa Njuguna, as a condition for their release. The President is mad and uncompromising. Apart from being the Minister for Foreign Affairs, Hon. Gachuki is a personal friend of the President. But the Government has no option. The kidnapping of such a key Minister by what the Government has always portrayed as a ragtag militia is bad for the Government in the international eye. A solution has to be found, quickly and silently. Will the Government give in to the Mungiki demands? To dismantle Mungiki, Maina Njuguna has to be removed from the scene. Can the Government afford to release him? Tough decisions have to be made. Ultimately, The lives of the Minister for Foreign Affairs and his family have to be secured. Technology has made it impossible for the Government to find where he is being held. Yet their captors call and speak to Government officials, including, on one occasion, with the President himself. The Minister himself has been allowed on one or two occasions to speak with Government officials. It is clear he is suffering and in serious distress. What will be the result of this whole stand-off? Only time will tell.
