Negotiating Corruption examines the messy grey practices of national NGOs in Eastern Nigeria and what these practices highlight about the production of the state and the hybridity of the daily activities of these NGOs. The key arguments of the book build from the ambivalence of the NGOs perceived position vis--vis the local and the global, and the ambiguity of the grey practices they undertook to achieve their ends to show how the NGOs mimicry and their hybrid practices are productive of new political spaces. The work seeks to: Problematise explanations of corruption which centre on the image of two conflicting sets of opposed norms and explore how the hybrid practices of national NGOs open up new political spaces Refute images of national NGOs as either romantically 'local' or acting solely as part of the apparatus of global governmentality. Explore complexity and ambiguity of the involvement of national NGOs in practices which are seen by some to border corruption Highlight how the behaviours of national NGOs do not fit the assumptions contained in development policy and some academic theories of civil society The explorations undertaken in the book undermine a number of general assumptions about the behaviours of NGOs. One of the key elements is the assumption that NGOs are able to demand accountability from the state. The NGOs studied were involved in holding the state to account, but in ways frequently at odds with widespread assumptions of how accountability is demanded and achieved, through naming and shaming. Instead, Routley argues that they often obtain accountability through negotiated relationships with state actors.
