In 1941, prior to WW II, Shanghai was a city of mystery and vice. The world's seventh largest city, it was adrift with refugees, entrepreneurs, colonial powers scrapping over China's bones, the Japanese seeking control of the Pacific to supply its industries with raw materials and oil, spies, and one Office of Naval Intelligence (ONI) agent.
