Department of Homeland Security :assessments of selected complex acquisitions : report to congressional addresses.

Department of Homeland Security(DHS) acquisitions representhundreds of billions of dollars inlife-cycle costs to support a widerange of missions. Creatingacquisition policies and processesto provide insight into theperformance of a wide array ofcomplex investments, while alsoproviding oversight for manycomponent agencies new toacquisition management, has beenan ongoing challenge for DHS.GAO performed this reviewbecause DHS implementation andtransformation is on GAO's highrisk list. This report (1) provides anupdate on DHS's efforts toimplement acquisition oversight forall investments; (2) describesacquisition performance andcommon challenges acrossselected programs; and (3)provides individual profiles for 18selected programs, 15 of whichwere major programs that hadinitiated acquisition activities. GAOselected programs based onrelevance to frontline homelandsecurity missions and assessed costand schedule performance andacquisition planning challenges.
