Regional airlines have experienced thelast six fatal commercial airlineaccidents, and pilot performance hasbeen cited as a potential contributoryfactor in four of these accidents. As aresult, Congress and others haveraised questions about, among otherissues, the initial pilot education andtraining required before pilots can behired by airlines, at which time theyreceive further training. The initialtraining is provided by pilot schoolsoverseen by the Federal AviationAdministration (FAA).As requested, this report discusses(1) the various types of U.S. pilotschools, how they compare, andassociated issues; (2) key similaritiesand differences between the U.S. andinternational approaches to pilottraining; and (3) how and to whatextent FAA carries out oversight ofpilot training and certification. Toaddress these issues, GAO reviewedliterature, legislation, regulations, andFAA documents and inspection andenforcement data; interviewed agencyand industry officials; and studied thetraining approach in Europe becauseof the different training model andvisited four European countries.
