Modernizing The Nuclear Security Enterprise : The National Nuclear Security Administrations Proposed Acquisition Strategy Needs Further Clarification And Assessment
The National Nuclear SecurityAdministration (NNSA)-asemiautonomous agency within theDepartment of Energy (DOE)-proposed in March 2010 a newacquisition strategy that includesconsolidating the management andoperating (M&O) contracts for two of itseight sites-the Y-12 National SecurityComplex (Y-12) in Tennessee and thePantex Plant in Texas-andconsolidating all construction projectsfor all of its sites under a single,enterprise-wide contract. NNSAanticipates that this strategy will reducecosts, enhance mission performance,and improve constructionmanagement. NNSA's sites areoverseen by colocated federal siteoffices. GAO was asked to assessNNSA's preliminary proposals for (1) aconsolidated M&O contract for Y-12and Pantex and (2) an enterprise-wideconstruction contract. GAO reviewedanalyses supporting NNSA'sacquisition strategy; examined agencydirectives and guidance; andinterviewed DOE, NNSA, andcontractor officials.
