The National Nuclear SecurityAdministration (NNSA)-asemiautonomous agency within theDepartment of Energy (DOE)-proposed in March 2010 a newacquisition strategy that includesconsolidating the management andoperating (M&O) contracts for two of itseight sites-the Y-12 National SecurityComplex (Y-12) in Tennessee and thePantex Plant in Texas-andconsolidating all construction projectsfor all of its sites under a single,enterprise-wide contract. NNSAanticipates that this strategy will reducecosts, enhance mission performance,and improve constructionmanagement. NNSA's sites areoverseen by colocated federal siteoffices.
