Abstract: A study of local reaction - political, neighborhood, and civic, to growth management regulations and comprehensive local planning in Florida. The rapid growth in urban places created steep political and civic divisions for and against development. Low-income neighborhoods on the periphery of commercial development and gentrification were most at risk to lose their territory.
