It's the summer of 1991 in Southern California, and ex investigative reporter Terry Cahill is starting a new life as a private investigator. A gang of violent surfers has claimed Rincon Point Beach as their own, and they've been assaulting anyone who dares to try surfing there. But this time they've gone too far, putting the son of a local mob boss in the hospital. Soon after, a series of unprecedented shark attacks starts taking out members of the surf gang.
