This writer advocates the development of modern unbiased screening through examination for academic placement, grade level, subject knowledge, giftedness, occupational vocational tracking, together with a combined test-success and job-success criteria for initial acceptance and advancement in employment. This in the West already has a foothold where the SAT-ACT tests are a criterion for entry into virtually all United States universities. These tests are also the main models for the distribution of academic scholarships and bursaries at universities, at least those awarded to incoming first-year students. Civil services, notably police and first responders, currently maintain rigid knowledge adaptation testing and job scoring for all advancementIt is asserted that the scope of such measurements to placement, advancement and continuation in academic pursuits and vocational progress be broadly expanded. In many quarters this will require considerable read tooling of the educational system through tracking and streaming and a new acceptance of scholar adepts for advanced roles within the industry and government.
