The shift to participatory development has been a long time coming and seems to be gathering momentum in contemporary development practices. Contemporary development programs of many donor agencies, as well as developing countries' efforts, such as community-driven development programs initiated by the World Bank and adopted by other multilateral development banks and the mandatory Poverty Reduction Strategy Papers (PRSP), have all seen a significant shift towards participatory development processes. A key part of this shift is to enhance diversity and accommodate the 'voices from below' rather than just the top-down and the technocratically led development. The question raised here is to what extent do contemporary interventions intersect with the fundamental preconditions of a bottom-up process that will bring about sustainable rural livelihoods? This book emanates from the author's doctoral thesis which examined local partnerships born out of a need at the local level to engage partners to jointly further their development efforts. His interest in local partnership is focused on how new alliances are facilitated; ways of understanding and reacting to problems; the sharing of risks and responsibilities in a changing and unpredictable development environment, and emphasis on lateral, local, inter-organisational for sustainable livelihoods' development.
