The overwhelming advantage in technology, training and tactical capability we relied upon during the conflicts of the last decade will not equate to decisive operational success in the future....Three key factors are presently converging to drastically change future warfare, rapidly improving technology, enormous changes in the domestic and global political environment, and the evolution of our military to a rapidly deployable expeditionary force.
