The Pbtc Syndrome

PBTC is the abbreviation for Planned Blessings Turned to Curse. It happened in Niger desert, where tube wells were supplied for water. It also happened in Newfoundland where the fishers were given adequate aids when a ban was imposed on Cod fishing. On some occasion planned blessings fail to work. In this novel a Ph.D. student from Texas endeavored to study this phenomenon.
