He worked with the Kennedy-Kassebaum Bill development, which was the basis of Health Insurance Portability and Accountability Act (HIPAA) and was instrumental in development of electronic medical records and medical billing and accounting as well as clinical systems. He has been a HIPAA compliance officer and is still a long-term care ombudsman in Massachusetts.
