Could a Without Rule of Law (WROL) Society Breakdown Occur in Australia?

Without Rule of Law (WROL), in its extreme form also known as anarchy, is a term used by 'Preppers'. It is in an abstract description of Law and Order Breakdown, usually attributed to a single causal event such as a financial collapse. Could it be caused by more simple combination of events: a series of government decisions, a downturn in the economy, overseas conflicts, unemployed, bored and bad mannered youth conflicts?
