Private investigator Tag Finn, a former Special Forces soldier and member of the CIA's Special Activities Division, is out doing a ride along on his friend's vessel assist boat on the San Francisco Bay when an unusual call comes in that a boat full of strippers is sinking off of Alcatraz Island. Coming to the rescue of the beleaguered girls, Finn finds out that one of them is none other than Playboy Playmate Fiona Blake-and she has an unusual problem.
