South Korea was the first country among capitalistic states with which the East European countries established diplomatic relations after undergoing political transition. Many researchers have offered suggestions on how diplomatic relations were established among the four Visegrad countries. In brief, they believed that the atmosphere of cooperation between the bipolar political systems at the end of the détente was responsible for this. Especially, they believed that this was owing to the policies of "perestroika" and "glasnost" introduced by Mikhail Gorbachev. Some other factors too are discussed when researchers refer to that era.
