VA is required to give contractingpreference to service-disabled andother veteran-owned small businesses.It must also verify the ownership andcontrol of these firms to confirmeligibility. Prior reports by GAO andVA's Office of Inspector Generalidentified weaknesses in VA'sprocesses and controls that allowedineligible firms to be verified. GAO wasasked to review the verificationprogram. For this report, GAOassessed (1) VA's progress inestablishing a program for verifyingfirms' eligibility on a timely andconsistent basis and (2) keyoperational and policy issues that VAwould have to address should itsverification program be implementedgovernment-wide. GAO reviewed VA'spolicies and procedures; compared itsinitial strategic planning effort withpreviously identified leading strategicplanning practices; interviewed VAofficials and veterans' organizations;and analyzed government-widecontracting databases.
