The President issued HomelandSecurity Presidential Directive(HSPD) -9 in 2004 to establish anational policy to defend the food andagriculture systems against terroristattacks, major disasters, and otheremergencies. HSPD-9 assigns variousemergency response and recoveryresponsibilities to the Departments ofAgriculture (USDA), Health and HumanServices (HHS), Homeland Security(DHS), and others. In addition,Emergency Support Function(ESF) -11 addresses the federal foodand agriculture response duringemergencies and is coordinated byUSDA. GAO was asked to evaluate(1) the extent to which there isoversight of federal agencies' overallprogress in implementing HSPD-9;(2) the steps USDA has taken toimplement its HSPD-9 responsibilitiesfor response and recovery andchallenges, if any; and (3) thecircumstances under which USDA hascoordinated an ESF-11 response andchallenges it faces, if any.
