Fundamental Constants in Mathematics & Physics: Are they universal codes?

Fundamental constants in mathematics and physics are not derived; they seem to be the properties of and etched in the fabrics of the mathematical and physical world. They show up in most of our equations, in macro astronomical observations, micro quantum mechanical measurements, and they allow us the predictability, consistency, regularity, and continuity of understanding of the dynamics of our mathematical and physical world. What is so particular about these numbers? Are they hardcoded in the fabric structure of our universe? Are they the constant numbers needed for our universe to be the way it is?
