Passenger rail systems are vital tothe nation's transportationinfrastructure, providingapproximately 14 million passengertrips each weekday. Recentterrorist attacks on these systemsaround the world-such as inMoscow, Russia in 2010-highlightthe vulnerability of these systems.The Department of HomelandSecurity's (DHS) TransportationSecurity Administration (TSA) isthe primary federal entityresponsible for securing passengerrail systems.In response to the LegislativeBranch Appropriations Act forfiscal year 2008, GAO conducted atechnology assessment thatreviews 1) the availability ofexplosives detection technologiesand their ability to help secure thepassenger rail environment, and 2)key operational and policy factorsthat impact the role of explosivesdetection technologies in thepassenger rail environment. GAOanalyzed test reports on variousexplosives detection technologiesand convened a panel of expertscomprised of a broad mix offederal, technology, and passengerrail industry officials.
