Medicaid and the Children's HealthInsurance Program (CHIP)-twojoint federal-state health careprograms for certain low-incomeindividuals-play a critical role inaddressing the health care needs ofchildren. The Children's HealthInsurance Program ReauthorizationAct of 2009 required GAO to studychildren's access to care underMedicaid and CHIP, includinginformation on physicians'willingness to serve children coveredby Medicaid and CHIP.GAO assessed (1) the extent to whichphysicians are enrolled and servingchildren in Medicaid and CHIP andaccepting these and other children asnew patients, and (2) the extent towhich physicians experiencedifficulty referring children inMedicaid and CHIP for specialty care,as compared to privately insuredchildren.
